Human Resource Center of Excellence, Fort Knox.

MSLLC provides USACE with a project scheduler (Mr. Terry Connor) for the Human Resource Center of Excellence (HRCoE) at Fort Knox, Kentucky, the single-largest fixed price Design-Build contract issued by the USACE Louisville District at Fort Knox. The complex will provide administrative space for the US Army Human Resources Command (HRC) and Accessions Command (AAC). Facilities include an information technology facility, general-purpose administration space, conference areas, storage and support spaces, IDS installation, EMCS connections, antiterrorism measures and building information systems. The facility covers 104 acres; will employ 4,294 military, civilian, and contractor employees; and provide parking for 3,765 vehicles. With a current construction value of nearly $192M, the project is scheduled for Beneficial Occupancy by the Army on 3 June 2010. Currently the overall project is approximately 67% complete, with individual buildings ranging from 81% to 41% complete. Tasks performed to date by the MSLLC scheduler include:

Review and analysis of contractor schedule for construction logic and sequencing to improve confidence level of the overall schedule
Review of contractor schedule and monthly Payment Application requests, including site walkdowns of all buildings and field verification of physical completion progress.
Integration of all furniture, IT, and ESS contracts into one overall project level summary for use by USACE and Army commands.
Analysis of contractor schedules to determine time impacts on claims and modifications
Provide suggestions and recommendations to the Resident Engineer/ACO in making strategic decisions for the project team, especially in the area of closeout and commissioning detail
Support USACE/contractor working sessions to improve the understanding of all parties in what is expected for testing and commissioning sequencing and building turnover.
Support evaluations to authorize the Contractor to improve the Completion Dates for Early Access of each building for the Customer.
