Sam is Vice President of Client Services for Management Solutions. Sam joined Management Solutions in 2003 and is a proven leader with more than 32 years of extensive experience managing civil engineering design and construction projects and professional staff. Mayes’ strengths include financial analysis, management of civil/environmental development projects, project management services and managing a wide array of personnel ranging from various design disciplines to construction management personnel. He collaborates with clients to identify needs, establish contract scope and assign the best resources that Management Solutions can provide for Best Value Services.

Served as the Program Manager for various USACE Division and District initiatives as well as at Oak Ridge National Laboratory (ORNL).
Previously served as National Engineering Manager for Shaw Environmental.
Has performed engineering and cost estimating services for multiple highway and environmental engineering projects throughout the United States for design firms and construction companies.
Account Manager for all Engineering and Construction projects within the portfolio for state and commercial clients.
He is currently registered as a Professional Engineer in the States of Tennessee, Oklahoma, and South Carolina.

Community Outreach Highlights

Served on The Industrial Development Board and The Health, Education and Housing Facility Board of Knox County. He is past Chairman of the Performance Evaluation Committee for the Knox County IDB.
Serves as an associate for the Chancellor’s Associates, University of Tennessee.
Served in various roles within the American Society of Civil Engineers (ASCE-Knoxville Chapter) including past President. In doing so, Sam worked with the University of Tennessee Civil Engineering Student Chapter on fundraisers and supporting their local activities.
Serves with the Society of American Engineers (SAME) Tennessee Valley Post, Oak Ridge, TN as the Director of Programs.
Has served in his community with the Restoration House of East Tennessee by providing Owner’s Rep services for the construction of The Village.
Volunteers coach for the local High School golf team.
