DOE Office of Clean Energy Demonstrations

MSLLC is the Prime Contractor for this 5-year, $192M Support Services contract to support the review and monitoring of large-scale, clean energy demonstration projects. Our team provides a range of support to OCED, including independent engineering, merit review, technical advisory, regulatory compliance and analysis, and negotiations advisory services, among others.

New York State Energy and Research Development Authority

MSLLC supports the New York State Energy Research and Development Authority (NYSERDA) in developing an automated system for the verification and settlement of Tier 4 Renewable Energy Certificates (RECs). This initiative is a critical step in advancing New York’s Climate Leadership and Community Protection Act goals, driving the state towards a carbon-neutral economy through efficient and effective management of renewable energy certifications.

Oak Ridge National Laboratory (ORNL)

MSLLC has supported ORNL since 2002, providing a variety of project management, technical support, and specialty engineering services. Currently, for their Powder Production Program, we provide expert support in the development of powder metallurgy technologies. This work involves creating pilot programs, conducting state-of-the-art reviews, developing end-to-end powder processing capabilities, and leveraging the use of integrated computational modeling and detailed gap analyses.

Mr. Cleri is a seasoned senior leader with extensive experience in the energy sector, successfully leading teams on complex multi-disciplinary energy projects. He excels in building strong client and stakeholder relationships while ensuring on-time project delivery and meeting objectives. With expertise in collaborating with technical and financial experts, legal counsel, and regulatory teams, Mr. Cleri brings a deep understanding of the clean energy industry, delivering innovative solutions that drive project success and client satisfaction.

Lola Infante, Ph.D.

Portfolio Director for OCED

Dr. Infante brings over 20 years of energy industry expertise, specializing in the electric power sector at the intersection of policy, technology, and markets. She has successfully collaborated with industry stakeholders to craft and execute strategies blending technical proficiency with extensive external engagement. Her experience spans renewable energy, energy storage, microgrids, distributed resources, natural gas, nuclear power, hydrogen, and low-carbon energy carriers. As an MSLLC Portfolio Director, she oversees the $192M OCED Support Services contract, driving innovation and impact.

Kyle Kilroy, Ph.D., PE, E Eng

Director of Operations

Dr. Kilroy is a nationally recognized leader with over 23 years of experience driving data-driven solutions and digital transformation across high-stakes engineering and operations. His work includes oversight of complex, multi-billion-dollar projects at the DOE, where he integrates advanced analytics to ensure operational excellence and national security. In a previous role as the FBI’s National Security Program Chief, Dr. Kilroy leveraged data analysis to enhance resilience strategies, further cementing his expertise in cybersecurity, data management, and digital innovation.

Lara Cottingham, MBA

OCED Operations and Program Management Lead

Ms. Cottingham is a dynamic leader with 16 years of expertise in climate policy, energy innovation, and sustainability. In a previous role as the Chief of Staff and VP of Strategy, Policy, and Climate Impact at Greentown Labs, she advanced North America’s largest climate tech incubator, supporting over 500 startups and spearheaded initiatives like the Low Carbon Hydrogen Accelerator. Her leadership on the Houston Climate Action Plan and clean energy innovation ecosystem highlights her dedication to environmental resilience and carbon neutrality by 2050.

Scott Major, PMP, CLSS, CCMP

Director of Project Management and Controls

Mr. Major offers over 20 years of project management and engineering expertise across industries such as manufacturing, construction, research, and healthcare. He has a proven track record of delivering multi-disciplined projects for federal agencies, including the National Nuclear Security Administration, Department of Energy, and U.S. Army Corps of Engineers. With experience in data acquisition, transformation, visualization, and management, Mr. Major excels in leading innovative solutions that drive success for complex projects.
