General Services Administration (GSA)
The General Services Administration (GSA) Contract vehicle is a comprehensive procurement mechanism designed to facilitate federal agencies' access to products, services, and solutions in an efficient, cost-effective manner. It encompasses a wide range of contract types, including the GSA Schedules Program (also known as Federal Supply Schedules), Government wide Acquisition Contracts (GWACs), and Blanket Purchase Agreements (BPAs), among others.
Honeywell SCMC
Established in 2006, the Supply Chain Management Center (SCMC) operates as a key strategic initiative focused on streamlining procurement processes to facilitate cost savings for DOE-EM and NNSA prime contractors. With the ability to leverage over $6 billion in annual expenditures, the SCMC effectively negotiates lower prices and enhances business systems, delivering substantial cost reductions and added value to the DOE. The success of the SCMC is rooted in its strong partnerships with contractor locations and its commitment to realizing the mission and vision through rigorous performance evaluations against set goals.
OASIS+
The OASIS+ contract vehicle is an expansive, government-wide solution providing federal agencies, including the DoD, DOE, and NNSA, with efficient access to a broad range of professional services. Designed for flexibility, it supports program management, engineering, logistics, scientific, and financial management needs. The contract facilitates fast and streamlined procurements through pre-qualified contractors, offering small and large business options to ensure best-value solutions. The OASIS+ ordering period extends through its designated timeline, promoting compliance and innovation while allowing agencies to manage technical and contractual requirements directly. This vehicle underscores a commitment to delivering cost-effective, expert-led services that drive mission success and operational efficiency.
TEPS III BPA
The Technical, Engineering, and Programmatic Services (TEPS) III Blanket Purchase Agreement (BPA), established by the NNSA, streamlines access for the DOE and NNSA to a pre-qualified team of Small Business Teaming Arrangement (CTA) contractors. These contractors provide best-value technical, engineering, and programmatic services across eight task areas. This BPA, valid through October 2027 with an anticipated ceiling value of $2 billion, offers fast, low-risk procurements and includes benefits such as DOE/NNSA facility clearances, small business credit, and direct order placement against GSA Multiple Award Schedule (MAS) contracts. It empowers DOE and NNSA offices to control awards and ensures extensive DOE experience among all contractors.
CBOSS
CIO Business Support Services (CBOSS) is a first-consideration, single-award IT Products and Services BPA designed to strengthen DOE’s mission through the delivery of best-in-class Information Technology Support Services. CBOSS is a department-wide vehicle, available for use by DOE staff offices, program offices, field offices, and select National Laboratories. Management Solutions is a Small Business subcontractor to Accenture Federal Services, the Prime Contractor on this 5-year, $10B contract.
8(a) Sole Source
Direct 8(a) awards are a method to use sole source procedures to award to a single contractor under the 8(a) business development program. MSLLC is a qualified EDWOSB 8(a) through 2027.
