Office of Clean Energy Demonstrations

MSLLC is the Prime Contractor for this 5-year, $192M Support Services contract to support the review and monitoring of large-scale, clean energy demonstration projects. Our team provides a range of support to OCED, including independent engineering, merit review, technical advisory, regulatory compliance and analysis, and negotiations advisory services, among others.

Oak Ridge Office of Environmental Management

Since 2020, MSLLC has been the prime contractor for this 4-year, $4M Business and Administrative Support Services contract (the follow-on contract was awarded in June 2024). DOE OREM is responsible for the safe and efficient cleanup of the Oak Ridge Reservation. MSLLC was tasked with executing measurable process improvements to support OREM’s mission in key areas, including project management, development and training of staff, action tracking, and correspondence processing.

Oak Ridge National Laboratory (ORNL)

Since 2002, MSLLC has provided a wide range of on-site and off-site project management, construction management, and project controls services to the ORNL Laboratory Modernization Division (LMD). Our experts helped lead the ORNL Project Controls Implementation Team in its effort to develop, analyze, and improve business processes related to project management, performance, and analysis. For example, MSLLC was key in the development of ORNL’s certified EMVS. Based on our work at ORNL and UT-Battelle’s nomination, MSLLC was named the U.S. Small Business Administration’s Subcontractor of the Year in 2012.

He has a proven track record of delivering multi-disciplined projects for federal agencies, including the National Nuclear Security Administration, Department of Energy, and U.S. Army Corps of Engineers. With experience in data acquisition, transformation, visualization, and management, Mr. Major excels in leading innovative solutions that drive success for complex projects.

Ms. Hearn brings 26 years of expertise in management, transition, and administrative support, spanning both government and commercial sectors.
