Celebrating Two Decades of Project Controls Excellence for Department of Energy Clients

With two decades of experience, Management Solutions LLC (MSLLC) offers an unsurpassed breadth of knowledge and depth of expertise in meeting Department of Energy (DOE) clients’ needs for comprehensive Earned Value Management System (EVMS) implementation support, including project scheduling, risk analysis, and cost estimation consistent with EIA-748 standard and DOE Order 413.3B.


While implementing EVM poses challenges unique to each organization’s initiatives, having an EVMS in place is crucial not only to achieve compliance but to ensure data-informed decision-making. MSLLC led the development of Oak Ridge National Laboratory’s (ORNL) certified EVMS.

Our team served as the technical lead for development of ORNL’s certified EVMS project control/project management system used by several ORNL divisions. We assessed UT-Battelle’s management information needs and information systems and developed and maintained fully integrated resource loaded schedules using standard project management scheduling and earned value methodology, as well as conducted risk analyses, monitoring, and maintenance. The EVMS provides project management information such as cost/schedule, earned value, and risk on a program as well as project basis. Our team worked with the ORNL PM team to ensure the EVMS successfully passed DOE’s certification and surveillance audit.


Developing Processes & Procedures for Project Management Offices (PMOs)

MSLLC has also developed many of the processes and procedures that have been built into Project Management Office (PMO)’s across DOE organizations. For United Cleanup Oak Ridge (UCOR), the DOE cleanup contractor, our team provided project management/project controls personnel to work on-site with UCOR group leaders, engineers, technical staff, financial staff, project managers, and functional managers on aspects of scheduling, cost estimating, risk, and earned value analysis. Project controls support included schedule development, maintenance, baselining and monitoring activities to support UCOR demolition and decommissioning (D&D) projects. Our team developed the initial schedule, spend plan, and risk plan for the Pu 238 Supply Project with a total estimated cost of $175M and was instrumental in achieving CD-3 approval on the Maximum Energy Efficiency Building Research Laboratory.


EVMS Internal Surveillance Review to Improve Compliance

A world-class fusion energy research laboratory managed by a top-tier university for the DOE tasked MSLLC to perform an EVMS internal surveillance review. This review evaluated whether the practices, procedures and documentation of the client are compliant with guidelines of the Electronic Industry Alliance’s (EIA) 748 D Standard guidelines [SK4] for EVMS. It also assessed whether the corrective actions taken in response to a previous DOE Commissioned EVMS Certification and prior surveillance review have been effectively and sustainably implemented. We conducted EVMS surveillance to answer the following questions effectively and efficiently:

1. Do project practices, procedures and documentation comply with the EVMS/EIA 748 D Standard guideline requirements?

2. Is the data accurate, timely and reliable?

3. Have corrective actions taken been effectively and sustainably implemented?

It’s important that the client is not just aware of the departure, but that they receive training customized to their specific needs to align their procedures with standards,” says Paul Darling, PMP, Senior Project Manager at MSLLC. An integral component of this procedural alignment is Control Account Manager (CAM) training.

The CAM monitors and reports – they’re the bridge between executing and managing,” says Darling.

“We created training packages including presentations with notes and scripts to convey specific knowledge to improve CAMs’ abilities to perform their missions.
